Charles Howard, 3. hrabě z Carlisle byl britský státník. Patřil k příbuzenstvu vévodů z Norfolku, kromě řady čestných úřadů byl dvakrát krátce prvním ministrem. Vynikl jako vlastenec a patriot, který ve svých funkcích podporoval rozvoj Anglie.
